About Us

The Tom Green County Local Emergency Planning Committee’s mission is to ensure that our county is prepared for hazardous material emergencies. This is accomplished by analyzing risk, reviewing facility plans, and keeping the community informed.  The Tom Green County LEPC was established for the purpose of improving the community's ability to prevent and respond to hazardous chemical emergencies.

We are a non-profit community organization composed representatives from local industry, community groups, government and interested citizens working together to make Tom Green County a safer.

The Tom Green County LEPC works closely with county volunteer agencies, the Tom Green/City of San Angelo Office of Emergency Management (OEM), local and state government. Our goal is to reduce the risk to the public's health by promoting the safe storage and transporting of bulk chemicals, improving the county's ability to respond to chemical spills, and educating the citizens within Tom Green County as to what they should do in the event of a hazardous chemical emergency or any other types of emergencies or disasters that may happen in our community.

We are always looking for members.  If you want to strengthen our community, join the LEPC and get involved.  Regardless of your talents, there is a good fit for you.

Community Right-to-Know

The Emergency Planning and Community Right-to-Know Act (EPCRA), also known as SARA Title III, was enacted in November 1986. It has its roots in the Bhopal, India chemical accident of 1984 that resulted in the deaths of over 6,000 people.  Congress looked at this terrible accident and determined to take measures to assure that a similar accident will never happen in the United States.  The result of their concern is EPCRA and local LEPCs. 

Hazardous Material Awareness

This law provided an infrastructure at the state and local levels to plan for chemical emergencies. Facilities that have spilled hazardous substances, or that store, use, or release certain chemicals are subject to various reporting requirements. All of this information is made publicly available so that interested parties may become informed about potentially dangerous chemicals in their community.

EPCRA has three major functions:

  • Emergency notification and planning provisions require companies to disclose potential toxic hazards and ensure that local communities have the information they need to plan for chemical emergencies;

  • Community Right-To-Know provides the public with access to critical information about toxic chemical inventories held by businesses in the community.  This information is collected by the LEPC;

  • The Toxics Release Inventory requires certain large manufacturing facilities to report routine releases of some 320 listed toxic chemicals to the public and EPA.

The Toxics Release Inventory (TRI) establishes the first on-line, publicly accessible computer database ever mandated by federal law for dissemination of government information.

Tier II Reports

The Tier Two Emergency and Hazardous Chemical Inventory Report must be filed by a facility with the fire department, LEPC, and SERC by March 1st of each year. These reports are available to the public through the LEPC and provide a lot of information regarding the chemicals used and stored at the reporting facility. 

It is the responsibility of the owner or operator of a facility to know and understand Tier II reporting laws and remain in compliance with them.  For facilities that must file file Tier II reports, there is software available, Tier II Submit, to assist you in preparing the reports.  By clicking on one of the following links, you will leave this web site and go to the download page for the Tier II reporting software and/or submission guidance:

Tier 2 Reporting Requirements

Please note, in addition to filing with the LEPC, it is your responsibility to file your Tier II reports with the Texas Department of State Health Services, Tier II Chemical Reporting Program.
